Maryland County’s governance framework is grounded in the Local Government Act of 2018, which repealed the former Title 20 and established a new local government law to deepen decentralization in Liberia.
County Council
The County Council is the county’s appointed body with regulatory, representative, and confirmatory functions. It works alongside County Administration to guide local policy, confirm key actions, and represent community interests in county affairs.
County Administration
County Administration is the executive authority of the county, headed by the County Superintendent. Supporting officers include administration, finance, and development leads, together with departmental heads responsible for day-to-day public services.
Districts and communities
Below the county level, Liberia’s local government structure includes administrative districts, chiefdoms, clans, and towns, with district commissioners and advisory structures supporting local coordination. Maryland County has seven administrative districts serving communities from Harper and Pleebo/Sodoken to Karluway and other districts.
Transparency and citizen engagement
The Local Government Act and related fiscal frameworks (including revenue sharing arrangements) are designed so citizens are partners in local development—not spectators. This Smart Government Platform publishes meetings, documents, budgets, projects, and citizen service channels to support that mandate.
